The fallen angels chose to follow Satan while the holy angels chose to follow God. It is their choice. The claim of some scholars that the angels do not have free will is merely derived from their own interpretation of 666.

A Catholic site I read suggests that angels had the choice to rebel or not but that they dont have true. Angels must have free will since the Bible says 13 of them sided with Lucifer in his rebellion againt God.
